Gary, I would suspect either the idle stabilizer relay (located behind the right rear tail light in your '87 Wolfy) or the stabilizer valve itself. The valve can be cleaned (see Joel Walker's description in the archives) and if necessary can be adjusted (secret hiding place behind screw inside electrical connector). I have been told that an air leak can also cause a surging idle but I haven't figured that one out yet.
