John, something else will cause that problem more so than the idle stabilizer valve. There is a big black molded rubber piece with about a 90 degree angle molded into it. It is part of the air induction system to the engijne. It is located on top of the engine and forward toward the front of the van near the edged of the hatch opening in the engine compartment. Remove this and give it a good inspection. Will almost bet it is cracked and leaking air into the induction system. If so, replacing it will almost certainly solve your problem.
