I had what sounds like the same problem in my 85 Vanagon.  It turned out to
be a sticking throttle lever (on top of the engine where the throttle cable
connects.)  I cleaned it with some WD-40, then a couple drops of oil, and it
has worked fine ever since.

Please note - During the past 17 years of operation, several gigabytes of Vanagon mail messages have been archived. Searching the entire collection will take up to five minutes to complete. Please be patient!
