That seal is not supposed to use any sealant at all. It originally clipped on with an internal metal clip, which has rusted out. Your best bet is to replace the seal with my $49 one, which uses an aluminum clip and will not rust. If parts of your seal's internal clip are rusting, the rest of it will do the same. You will gradually find yourself having to "rig" the seal by gluing more and more of it onto the poptop until the whole thing is being held together by glue. Then when replacement becomes neccessary you will have to chisel off all of the glue. Best to simply replace it once and for all. However, if you opt to glue it instead as a stopgap measure, use clear silicone or a similar product that will not be exceedingly difficult to remove later, since it is inevitable that you will have to.
