The ECU has a internal resistor network that does this. It works
this way until it is overcome by an external item, (the O2 sensor).
It was setup this way, for use in contries where there was no
regulations for emissions, hence, they would leave out the O2 sensor
and cat. This is axually the same principle of old TTL logic in computers.
You can simplly achieve this by unplugging the O2 sensor. Will kill your
CAT. in no time.
