Am in Northern Wisconsin and have had van in -20 F many times.  Do not
need to take any steps if van is in garage but it will start fine outside
at -30 F if:

Use proper weight oil.

Use magnetic oil pan heater.

Have never used but have friends who use a battery heater - the wrap
around plug-in type.

more obviously :

Make sure you use the clutch when starting .... stiff fluid is parasitic.

Just got a new (used) tranny and am not using synthetic tranny fluid yet
but this helps reduce
drag on the engine when cold  otherwise you must allow the tranny to warm
up before driving and shifting.

Am living only 10 minutes walk from work .... am walking in the -18
degree forcast in the AM .  Don't want to tax my baby when I don't have
to.
