I've just picked up this Brrr... thread and I'm inclined to agree with
Bulley that it's likely a thermostat problem. First winter with my '85
Transporter/converted to West. it wasn't really cold inside, but never got
hot.
After a thermostat change, no more trouble. We often have winter
temperatures of -20C as it is right now (about 3 below zero F). Many days
each December - February it'll get to -30/32 C about 20 below zero or
colder. With front and rear heaters going it was toasty inside within 10
minutes and on all but the coldest days the heater would have to be turned
down adter 20 minutes or so. I have insulation in the roof and walls - 2"
pink fibreglass, but nothing insulating all that plumbing under the floor.
So I'd suggest the thermostat is the problem and it should be changed for
one that opens at a higher temperature. I don't remember the rating but it
seems to me that I installed the hotest one. It causes no trouble during the
summer and we often get really high temperatures here too. The thermostat is
certainly your quickest/easiest/cheapest thing to try.
