Is there a test that might confirm this? Take the van to a shop that has an exhaust gas analyzer and get them to "sniff" your expansion tank. If there are exhaust gases present then you know what your problem is.

Is retorquing the heads likely to help or am I looking at replacing the gaskets? >> You could try a retorque but I doubt it will fix the problem. A new engine gasket kit from me is $99. Send your heads to a local shop to be pressure tested (could be a cracked head). I have new heads for $400 each. Hope you don't need either.
