All hydraulic fluids should be changed every 2 years, since they absorb water and become corrosive.

The only exception to that may be with the DOT 5 Silicone-based fluids, which, if what I have read about them is true, should *not* be used in VWs.

This applies to almost any vehicle.

Sounds like your master cylinder is going bad.
