The most common cause is dirty contacts in the switch. Pull off the covers surrounding the steering column, and look into the right side of the switch assembly as you pull back for the wash function, you will see the contacts responsible for the connection. Clean them with a bit of super-fine sandpaper, then wipe through a clean bit of paper or contact cleaner, and that may fix the problem.
