Set up as if to read the fiche on a reader, use a macro lens and recording
film (produces only black and white - no grays) 35mm will do.  Shoot three
frames of each page as it appears on the reader, bracketing your exposures
to make sure you get it right.  Scan the resultant prints into PhotoShop or
some similar program, where, with time, you can remove a good number of the
scratches.  You can also boost contrast, etc. at this point.  You should
have a usable set of images at this point.

Unfortunately, you must first get around the copyright issue.  It is
possible that some of the earliest Vanagon fiche have passed into public
domain.  Not sure.  Hate to be sued by the attorneys at VWofA.  Especially
since I know damn well this would be in violation of copyright law.
