There were no leaks externally. I could see the lever move slightly on the bell housing when a helper pushed in the clutch, but not very much. I didn't know whether it was the master cylinder seals that were bad or the slave's, but the slave replacement was an easier job so I started there and that was the problem, I still have the new master cylinder in my parts stash.
