Thank -you to all who responded to my stuck heat shield problem. I ended up chiseling it out with a small cold chisel. I cracked it and moved over a bit and took a small "pie shaped " chunk out and then slipped a modified surgical towel clamp under and pried it out. I removed all the broken pieces and put it back together. It starts up much better and does not smoke like it did before! BTW when a manual says to test or rebuild your injectors every 60k miles, don't leave them in there for 170k before you look at them! I talked to the P.O. of this rabbit and he confirmed my guess. These were the originals, he had owned the car since it was new, I have had it for about 20k miles. I thought I was "ahead" of the maint. program, little did I know I was actually "catching up" !
