How did they test the cap?  With the sniffer?  If the cap is good but
they sniffed gas fumes it could be coming from faulty connections on the
fill pipe, lines, or evaporative loss system.  The right junkyard should
have caps for $5 or less, but if it still fails you will need to dig
deeper or move out of the urban test area!
