You can close the bleed valve at this point.  Next (and if he didn't do
this it's the problem) you open the relief valve on the fill nozzle which
will shoot a stream of liquid propane for several seconds (this is the
propane trapped between the two valves, and it's exerting pressure on the
connection so you can't unscrew it).  When it stops venting, you then
unscrew the nozzle.  If the nozzle was wet it will be frozen to the valve,
might need to knock it or wiggle it a little.
