I was having a similar problem recently, and thanks to several list members,
I think I narrowed the problem down to a leaky vacuum line. I haven't had a
chance to fix it yet, but I think it is a vacuum break sort of switch at the
brake pedal that is slowly leaking pressure (vacuum) and not allowing the
cruise control's system maintain enough vacuum to keep the speed up.

As your engine speed increases, so does the engine vacuum (sort of) and this
may be why it will maintain cruising speed at over 55 but not under
(insufficient vacuum to overcome the leak).

There is a diagram in the Bentley of the vacuum lines and the entire cruise
control system that should help you figure it out.  I'm at work, otherwise I
would cite the page number.
