If you get water in the tube with your throttle cable, it can turn to ice and cause your cable to bind up. There are little rubber boots that are on the ends of the tube to keep things dry. Can you get your van into a heated garage to thaw out? If you do and the problem goes away, then that would confirm the ice theory.
