Swing the wiper out, undo bolt on spindle, lift arm off spindle and replace
on a different spline.  If the space btw the splines is filled with metal
from the wiper arms, dig it out and then tighten wiper arm firmly onto
spindle to cut new splines in the socket in the arm.
