All of the car companies do this. They can get temporary approval from the DOT and EPA if you put a time limit on how long a car is going to be here in this country. VW has brought over cars like this for promotional reasons that they use for a while and then crush because it is more expensive to take them back to Europe than they are worth. I heard that a notorious VW parts place (who shall remain nameless, hint, hint) got a bunch of TDI motors this way. When VW got ready to crush these promotional Jettas, they somehow, bought the motors. Been trying to sell them ever since (they are pricey).
