Umm ... much more to it than that.  Your friend needs an immig. lawyer just to know how to cut the tape and get the right papers filed  ... surprised this didn't come up at the border.
have your friend call the local bar association (not the paid referral services) and ask for an immig. referral -- then she should talk to a few of them.  the ideal candidate willl have dealt with Canadian institutions previously.
