Not sure about your year Vanagon, but on my '81, the installation is pretty
straightforward.  One end is attached to the mileage counter, the other end
is shoved through the hub.  The "wheel" end of the cable is simply
squared-off and goes through the square hole in the hub cap (not "hubcap" in
the sense of a pretty wheel cover) and turns as the hub cap (and wheel)
turns.
