Do the wipers operate for a few seconds when you pull the wiper stalk towards you? If not the washer/wiper switch contact may be corroded. I just fixed this problem on two 87 vans. To fix: Remove the shroud around the steering column and look for the contacts just above the ignition switch. I just used an ignition file to clean the contacts and all is well again.
