Check that the idle switch on the throttle body is operational. With engine turned off, you should hear an audible 'click' when moving the throttle lever to and from the idle position. If no, you may need to clean the throttle body and/or switch, the switch must close for the idle stabilizer valve to operate. Other possibilities are a defective idle stabilizer control unit (behind the plastic cover at the right rear), or a defective or dirty idle stabilizer valve. Least likely is a broken wire, but I've seen all of these causes in different vans.
