I got my heat exchangers replaced under this program in, I think, September of 1997, and I believe (I was told by the VW factory rep) that mine was the last one done. They did this for a limited time to get some exchangers that were sent to Germany to be tested. They wanted to determine if the asbestos was a danger. It apparently wasn't, as it wasn't in the area where air traveled, so it had no way to get into the cabin. The outer layer of the heat exchanger is double wall metal, and the asbestos was between the walls.
