I'd recommend against it. When the Vanagons first came out in 1980 I read information from VW that having the spare mounted in the floor space in that area of the frame added to the front end crash-worthiness of the design. Despite the rumors that Vanagons actually do well in front impacts, I'd err on the side of having something to crush in that space under the floor. Don't know how Vanagon Synchro models crash without the ability to put the spare in that space.
