Let me rephrase this - I am NOT charging a 4% surcharge for credit cards -
I am giving everyone a 4% discount for paying in cash...

Many business do this and it is not against Visa regulations to give a cash
discount.  If you would like to take advantage of the 4% discount, please
send me a cheque if you are interested in getting a set of shocks - I have
no problems with this as a method of payment.
