Your tire may be suffering with a tread/ply separation.

I had these kind of symptoms on a Jeep Wagoneer LTD that I use to have. Drove me crazy. Finally got on a fresh paved street...veeerrry smooth asphalt and tested at several speeds. It became evident. When the tires were removed for new ones, it was amazing how difficult it was to see the slight bluge where the tread separated from the main carcass of the tire, but it was definitely there.
