Lubrizol, a large chemical company that makes additive packages for zillions of things we use everyday has created an additive that allows water to be blended with diesel and have it emulsify so that it doesn't cause any corosion, lubricity, or other issues normally related to having water in the fuel. The purpose being that a 20% blend of water allows a conventional engine to burn much more efficiently and to drastically lower the NOx levels. The big issue being the NOx levels, since thats what diesels are being persecuted for in the US.
