The easiest way to remove the breakaway bolts on the steering column in with a bolt extractor. This is a tool you can get at any FLAPS that's about an inch or so long and one end is cylindrical with little grooves and the other end is a hex for your wrench. Simply hammer the extractor into the hole in the middle of the bolt where the breakaway part was (if you get new bolts you'll see what I mean) and use a wrench to turn it out. It worked so well for me that I was tempted to not get new bolts, but for reasons of safety I did.

Also, this tool will come in handy whenever you have a stripped head on a bolt or screw. It also works if the head of the bolt has broken off.
