I had similar poor gas mileage in my 84 westy, also I was getting surging and intermittent bucking. After changing the o2 sensor, plugs, fuel filter, and plug wires... ta da problem solved. My plug wires were arc'n out in a number of places and were garbage. I thought I had the dreaded vanagon syndrome and it was time for an AFM fix, but as it worked out it was a simple, for me anyway, Here's hope'n your problem is as easily solved.
