Karl,

The WD-40 won't do much good as it is water displacing agent more than anything else. Get some fine penetrating oil. The best in my experience is Marvels Mystery Oil for tough projects. Soak the offending bolt for 24 hours, then apply the other tricks, like tapping the bolt head 200 times, etc.
