Nope, I worked for California DMV. These people are WAY to competent. We wouldn't even let their failures work in our offices. We had two tests for the job, officially, and one unofficial. There was a physical test and a mental test. If you could find the testing place and make it there, you failed. The unofficial one was that you had to bite a rabid dog. If it didn't die within 30 seconds from an overload of discourtesy and mean, you were out.
