Larry; These are easy to test. There is an internal disk with a hole in it. When the hole lines up with the inlet air can flow and bypass the throttle body. This also a higher idle while cold. When 12 volts is applied an element heats up and rotates the disk to close off the air passage. First I would check the resistance of the element. I would suspect less than fifty ohms. If that is good I would apply twelve volts to it while on your workbench. After about ten minutes the passage should be closed.
