No, you don't need to remove this nut to do the breaks.  It just makes
the quarters a little tighter with the flange on, but still easily
doable.  If you ever do need to get this nut off to repack or replace
your wheel bearings

I strongly recommend renting a 3/4 drive electric impact wrench and
socket, you will be glad you did!
