If you replaced the suspect pressure regulator with a "known good" regulator, but nothing changed, then I'd guess the problem isn't your fuel pressure regulator. The first thing I'd do is to put a fuel pressure guage on the fuel ring and run through the diagnostics. Maybe the problem is on the other end, at the fuel pump?
