After replacing some bad FI parts (Replaced temp sensor II that was slightly out of spec, idle control module), readjusting the high fuel pressure 40 PSI to 37 PSI and changing oil back to dyno 20w-50 (I changed because the rings had not broken back in after sitting for @4 months uncranked, I was waiting for the tranny to come back, I switched to synthetic too soon) I am now getting:

20 mpg to 22 mpg city (I get better the less I accelerate hard) speed varies from stop and go to idling for periods of time, stop light to stop light and some speeds to 60 mph. 24 mpg to 25 mpg highway while at 70 mph. (flat land with rolling hills I am in North Carolina Piedmont)

The figures should increase as the rings get better seated and I switch back to synthetic oil.

I am using 205x70x14" Firestone tires air pressure 40 PSI. Tires are non-reinforced 88 Vanagon Wolfsburg Ed. Weight of Vanagon is @4000 lb. single driver most of the time. Transmission: South African 5 speed with .82 fifth gear and .457 ring & pinion
