Jon, your explanation sounded exactly like what we have experienced for the last few years. We also purchased our seal from Bus Boys although I have been told by a very learned source that all this suff is exactly alike and no after market seal is any better than anyone elses. Your fix makes a lot of sense but I have a question. How does the water drain away from the rack if you have it all sealed to the body? We were told that this seal is actually just cosmetic and put there to match the rest of the pop top, it doesn't and shouldn't actually "seal" anything. I really don't know but I'm open for any suggestions for a fix. By the way, ours doesn't make noise when there is someting in the rack, I guess just enough weight makes a difference too.
