I'm rushing in where angels fear to tread, here -- but AFAIK the aircooled V'gons still use a hydraulic clutch. I would guess that a cable hanging down would be the handbrake cable. By '84 they were using a solid rod for the single part of this, but at some earlier point it was wire rope.
