I'm rushing in where angels fear to tread, here -- but AFAIK the aircooled V'gons still use a hydraulic clutch. I would guess that a cable hanging down would be the handbrake cable. By '84 they were using a solid rod for the single part of this, but at some earlier point it was wire rope.

If the above is true, and the clutch is not working, then the cable you see is incidental to that problem.
