Ed, this rack is a solid fiberglass molding that rises from the front of the roof and continues back to mate with the pop top. It has a cavity several inches deep that holds luggage. It's attached to the roof by bolts in the rear and four fairly light metal straps that are welded to the roof in the dead space inside the molding. The rack attaches to these straps with screws. It has a trim strip around the bottom edge to keep the raw fiberglass off the roof.

My suspicion is that the straps could be bent slightly to shorten them -- but it could take some experimenting to get everything lined up right.
