Mike, cut away the plywood where you want to place the floor brackets and drill holes through the floor to match the holes you have previously drilled through the brackets. Then treat the bare metal and bolt-up with washers and M12 or M14 treated hardware. This size is what VW uses to anchor their lap/shoulder belts. I believe you would destroy the bracket before breaking the hardware.
