The second item is the ballast resistor pack for the fuel injectors, one resistor per injector. Depending on how well 'spliced' it is, it shouldn't be a problem... I like soldered joints and shrink tube covers, but I'm about as anal retentive as they come. If it is twisted and covered with black tape, it will probably be fine for years.

The first item, the black steering-column-mounted switch, is probably a remnant of the 1980-1981.5 Westfalia optional 'tuned-mass' damper. As most of us know, in high winds, the Westy can pitch and roll, causing uncomfortable sleeping. Inspired by the huge tuned mass dampers in sky-scrapers, the hydraulically-operated 1.5-ton tuned mass (under floor) instantaneously compensated for wind load on the sides of the van, producing almost perfect stillness inside the van even during the heartiest of gales.

Most owners had the system removed as the extra weigh caused a marked decrease in fuel economy and performance. It isn't uncommon for the switch a few wires to be left behind after the damper system is removed.

I have some parts that i cant yet identify: 1. on the steering column there is a black toggle switch that has a return spring in it. When you switch it it returns to its original position. Is this some type of ''choke" that may have been added.

2. in the engine compartment, left front wall there is a do-hickey that is composed of 4 white tubes with wires coming out of them on one end and connected to a plug, the plug is connected to the ECU harness I believe. It is shrouded in a metal holder and then bolted to the engine compartment panel. It looks like it has been replaced because the wires are spliced to the plug, is this ok, and what is it. I couldn't find the item in bently. I didn't look thoroughly.
