Hmm, I'd offer half that and meet in the middle.  That engine will have
little or no core value. Figure $3000+ for a new engine or conversion,
$1000 for a transmission soon if not immediately, $500 for tires, $100
for shocks, $500 for brakes, $80 for a rear heater core, and $400 for
new upper control arm bushings and an alignment ($175 if you do it
yourself).  These are the items that will likely soon need replacing.

So, for about $6500 or less you could have a basically new '84 Westy,
not a bad deal (they sold for about $17,000 new), even for $7000 if you
pay his asking price.  But since you can't really test out the running
gear, don't pay his asking price, running out of oil indicates a likely
history of poor maintenance.  Also, if you buy a used engine you could
probably cut $2000 off that cost.

Hmm, for under $5000 I might consider doing this!
