I went to my local Department Store (K-Mart, Wal-Mart etc.) and got a Rubbermaid storage container that has the locking handles on the sides, a small set of tie down straps and a pair of small padlocks. While it is not a perfect fit, it sits up there nicely and can be locked. If someone really wants anything, they will get it. It does take away from clearance, and is not the most aerodynamic solution but hey since when is worrying about aerodynamics on a Westy ever a big concern. When it is not on top the the camper, it is under our staircase with emergency supplies (flashlights, water, MREs, 00 Buck and a few extra boxes of .45).
