No, it will spin ; Self prime and/or gravity prime

Muscular buzzing whine, not too loud but audible from driver's seat when engine and radio off.

No, but...that's why they call it a coincidence.

I think you (or the gremlins) probably messed up the ground. Remove ground terminal and run wires direct from battery to both pump terminals. If pump behaves the same, sounds like bad pump. If pump runs, keep the wire from battery to ground terminal, but use the regular power connection and try again. If pump runs, replace the ground wire from pump to chassis. If not, there's a poor connection in the supply wiring (but I bet it's the ground). There are other ways to diagnose this, but that's the most direct, and the pump and battery aren't very far apart.
