Forget about hinges, just put a door in the back for access.  Use a bulb
type seal like the top itself has and a clamp system that latches to
each tie down.  You would set it on top of the rack and reach inside the
door to secure the latches.

I would want to remove the luggage rack though and reattach those tie
down hooks with screws and large fender washers on the inside, those pop
rivets won't hold much.
