I don't know the emmisions laws for your state, but I don't see how switching to a single carb will do anything other than make your mechanic $600 richer, and buy you a one year extension.

You need to find a mechanic who is experienced in working on air cooled Vanagons. I'm not sure what type of dual carbs you have, but if they are the aftermarket weber 34s, then these are far better than a single carb weber progressive setup.

My advice is to don't do it. Find another mechanic, or find the correct fuel injection parts. You will never get your Vanagon to run correctly with the single carb setup.
