IIRC no US Spec Type I (aircooled beetles) came with front or rear disc brakes. The US Spec Karmann Ghia did get front discs beginning 1967-end. Type III's also got front discs from 1967-end. All Type IV's got front discs.

Of course, one can always bolt-on the Ghia discs onto any balljoint front end beetle w/o much hassle. Rear brakes can be added using a combination of Type III parts & Porsche 914 parts and a custom bracket.
