A good mechanic would have replaced them as part of that job, they probably even came with the gasket kit. A lazy one skips it and usually gets away with it. You got off okay for $40, the hose is not covered if it splits, but I wonder if he didn't forget to tighten the clamp on the hose that goes to the right head?
