The lid will sit just inside and below the lip of the rack, out of the wind and below the garage door. This could be made nearly waterproof if necessary, but it might be just as easy to use a drybag or such. While it doesn't increase the storage space, it's lockable, out of sight, and easy to load from any direction. I'll probably use ABS plastic, reinforced with extruded aluminum strips, for the cover.
